Andrew, a retired war veteran from Londonderry in Penrith, took swift action during recent wild storms, using his bobcat to clear a severely blocked stormwater drain and prevent his neighbour’s house from flooding.

Despite his heroic efforts to protect property, Penrith City Council responded by threatening him with a bill for the clean-up and potential police charges for operating his bobcat on a public road, claiming “inappropriate and unauthorised works.
