Plans include providing sanctions on Army commanders, Deputy Defence Ministers, Russian mercenaries.

“We will close investment restrictions on Russian financial institutions.

“Australia condemns this move utterly.

“There is no justification and we know the cost will be worn by innocent Ukrainians.
