The federal government has continuously refused to consider a loan scheme which would help farmers survive the worst of the drought.

Professor Bruce Chapman designed the HECS student loans, and proposes a similar system for the agricultural sector. It would allow farmers to “borrow from future good years”, as Alan Jones explains it.

Water Minister David Littleproud says it’s been considered in the past, but argues there are no viable proposals.

Meanwhile, Prime Minister Scott Morrison has shifted the blame, saying “fodder and freight” are the responsibility of the state governments.

“This has been modelled extensively… it’s been out in the public domain for a very long time,” Professor Chapman told Alan.

“It’s not that complex.”
