According to the e61 Institute, means-testing the NDIS is one method that could help reduce the cost of the scheme for the federal government.

Federal Health and NDIS Minister Mark Butler has ruled out means-testing the scheme, saying it “wouldn’t shift the dial”, with the government instead tightening eligibility and changing how NDIS funding is allocated.

“Particularly under this government, means testing has become unfashionable,” McLaren said. 

“Having the government pay for things that the individual can pay for themselves is neither a sensible nor sustainable policy long-term.”
