Victorian corruption watchdog lifts the lid on Operation Sandon

Ray Hadley

The IBAC has found that property developer John Woodman bankrolled City of Casey councillors through Labor Party donations in Victoria.

Woodman funded more than a million dollars in secret payments to two Casey councillors in return for favourable planning decisions.

The anti-corruption report was released today after a five-year inquiry and found evidence of improper conduct at the state and local government levels, exposing corruption risks in planning political donations, lobbying and council governance.

IBAC recommended stripping local councils of planning powers as part of an overhaul of the system following the findings of Operation Sandon.
