This appears to be a HUGE political stunt by this Lord. Remeber, he is just another politician - say no more... The general concensus is that governments always want MORE power not less. There is no way in hell that any government in this world would sign away some of its power. Even if one did, there is nothing stopping it from ignoring the treaty later.
